JAIL IMMERSION PROGRAM

LEARNINGS AND EXPERIENCES
Jail, the first few words that comes to mind upon hearing this word are chaotic, smelly, undisciplined and disobedient PDLs. Throughout the course of my training at the NJMPTI Visayas Off-Campus, I gradually come to realize that jails, with the advent of technology and modernization, undergo changes and adapt new ways of jail management.
As we arrived in the Carcar City Jail we were greeted and treated nicely by no other than Assistant Jail Warden SJO3 Raul Maboloc and introduced as to our quarantine facility. We were briefed by the dos and don’ts while undergoing quarantine.
We had our first duty after the 14-day quarantine and I had my first impression, this Jail is one of the snappiest, cleanest, and most disciplined personnel and PDLs. The emphasis of teamwork, camaraderie and harmony has created a profound and positive atmosphere throughout the facility. The personnel are very active in giving their insights and knowledge for us to be equipped in performing our duties as a Jail Officer. We are being honed to become one of the effective and efficient public servants of the nation.
I have witnessed the programs and different activities of the jail and has immersed in various works and functions. To specify, let me begin at the Administrative and Records Functions, we were introduced in the standard operating procedures of the admin, the filing of documents and the maintenance of cleanliness in the office. We have been oriented about the rules and regulations inside the jail; we were introduced on the National Inmates Monitoring System (NIMS) and have familiarized the contents of the CARPETA. I have observed that the flow of the communication and dissemination of information is constant and timely. I have also observed the releasing of PDL, all the pertinent documents are present and all the necessary requirements have been strictly followed.
Inmates Welfare and Development. I have observed that the Therapeutic Community Modality Program (TCMP) have been practiced every morning from Monday to Friday after the headcount of the PDL. Inside the training center we were introduced in the TCMP as part of the POI of the NJMPTI and have learned that through this program, one person can be transformed gradually into a new individual carrying the essence of morality and good manners and has internalized every set of values. I have also observed the Livelihood Programs of the PDL inside the facility, as the City of Carcar is known for its making of export quality sandals/slippers; this Jail adapted this livelihood by providing the PDLs the place and the necessary materials and equipment to carry out the making of the said livelihood; Gardening is also one of the practiced livelihood inside the facility. This jail also practiced Developmental Programs such as the conduct of Alternative Learning System (ALS) to PDLs wanting to continue their schooling; Best Practices of the Jail/Innovations have been actively carried out such as Feeding Program, Zumba, Sunning for Senior Citizens. Religious programs such as Sunday Mass, Oratio Imperata and the like has been regularly conducted. These programs are one of the great ways to divert the thoughts of the PDL about wanting to escape or creating untoward incident/s. I have also observed that PDLs are constantly given medicines for their maintenance and/or medical needs. As the COVID-19 is causing havoc around the globe, the Personnel and the PDLs have been observing proper and strict protocol in order to prevent the spread of the virus. Incoming personnel has been conducting regular disinfection before performing their tour of duty.
Custodial Functions. The Duty Detailing, Guarding System, PDL Accounting, Greyhound Operation/Dorm Search and Guard Mounting have been strictly observed as part of the Standard Operating Procedures inside the facility. The security inside and outside the facility have been fortified. The facility security inspection has been regularly observed to prevent escape and other incident/s. I have observed that the searching procedures, key control, gate control and firearms control have been strictly followed. In the visiting procedures, the physical visitation has been terminated temporarily because of the COVID-19, this jail has been conducting E-Dalaw, visitation via online platform, the privilege of video call and phone call for five (5) minutes for each of the PDL to their loved ones has been observed.
All these learning and experiences we acquired will be our stepping stone and will serve as a head-start as we perform the real duties of a Jail Officer after the completion of our immersion program. As a Jail Officer and public servant, I will carry out my duties and responsibilities as best as I could and will continue to strive to be the best that I can be.
Through the ever active and snappy Jail Warden JSINSP Roger P Daligdig and all the personnel of the Carcar City Jail, it has been my honor to be assigned in this facility through the Jail Immersion Program and I will be forever grateful. Snappy Salute!
